If you encounter an issue while restoring a purchase, ensure that you are signed in with the same Apple ID used during the purchase. If you used a different Apple ID, you wouldn't be able to restore the purchase.
Restart your device if the issue persists.
You may also sign out and back into Media & Purchases.
Try checking your invoice or history of purchases. If you can't locate the purchase in your history, it's possible that you used a different Apple ID at the time of purchase. Try signing in with that Apple ID and check your purchase history again. If the issue still persists, contact Apple for further assistance.
